Chinese businesses are expanding abroad as competition at home increases and the government urges companies to make investments overseas. China's economy grew 11.1 percent in the first quarter from a year earlier.

At times, that push outward has been controversial. Swedish TV reported in March that Chinese workers building the center hadn't been paid the salaries agreed upon with the Swedish workers union, prompting threats to block the project. Luo, in a statement released by the city, promised to respect local wage rules.

``Fanerdun is a new company in Sweden and like a new-born child is learning about the Swedish system,'' he said.

Wolfowitz Faces Showdown with World Bank Board

World Bank president Paul Wolfowitz was planning to attend, but he may, or may not have a job after today's World Bank meetings, reports NPR.

According to board sources, 13 of the 24 directors would have to vote against Wolfowitz ? and against the Bush administration ? in order to force him out.

Wolfowitz has steered the bank for nearly two years. On Tuesday he pleaded with directors to let him stay on the job, in which he has made fighting corruption a priority.

"I have said I am not without fault in the matter," Wolfowitz said of the scandal surrounding Riza, who ended up earning almost 200,000 dollars a year when she was transferred to the State Department, still on the World Bank`s payroll.

"I implore each of you to be fair in making your decision, because your decision will not only affect my life, it will affect how this institution is viewed in the United States and the world," he said.

Wolfowitz Resigns as World Bank Chief; U.S. to Name Successor

 ``Any institution that goes through a process like this is damaged,'' said Edwin Truman, a fellow at the Peterson Institute for International Economics in Washington and a former assistant Treasury secretary. ``It's in their interest to move quickly to get this all behind them.''

Paulson said he will consult with overseas governments as he picks candidates to be considered by President George W. Bush. The U.S. has always picked the bank president, while the head of the International Monetary Fund is a European.
