Over the weekend, reports emerged that ECB president Draghi had met with German Chancellor
Merkel and German Finance Minister Schaeuble to discuss the nature of the QE program.
The program would see national central banks purchasing bonds from their own's countries and
assuming 50% liability in case of losses.
This latest condition would see German members soften their staunch opposition to the ECB's
proposed QE program, as it would limit Germany's exposure to peripheral liabilities.

EU MIDSESSION UPDATE: Chinese GDP and the premise
of ECB QE lifts sentiment in Asia and Europe
In today’s quiet session, small positive sentiment has filtered through from Asia following Chinese
GDP (Q4) Y/Y 7.3% vs. Exp. 7.2% (Prev. 7.3%) which has supported European equities (Eurostoxx50
+0.49%) coupled with the forthcoming prospect of ECB QE. In fixed income, trade has been relatively
quiet as light volumes persist ahead of major economic events this week (ECB, BoC, BoJ rate
decisions, BoE minutes) as the Bund trades flat. Stronger German ZEW did cause some volatility
around the release but not enough to impact the ECB’s decision of further stimulus.
The USDindex (+0.02%) was stronger overnight following hawkish comments from Fed Watcher
Hilsenrath saying that the Fed is not prepared to delay rate liftoff and is on track for 2015 liftoff
despite Treasury bond yields trading near multiyear lows. However, the USDindex has since pulled
off highs, with AUD/USD and NZD/USD bouncing off lows following positive Chinese GDP and
technical buying in AUD/USD. Separately, GBP/USD extends its gains with desks noting short
covering after a 12 day low was hit in Asian trade and ahead of tomorrow’s UK jobs number and the
BoE minutes.
Spot gold has outperformed printing its highest levels since Sep. 2014 and has been bid since the
European market open as the market readies itself for imminent ECB QE. The NYMEX pit closed
yesterday for the Martin Luther King Holiday, with US participants returning to the market after
reports that Iraq will continue to produce crude at a record pace and Saudi Arabia increase their oil
exports to a seven month high.

BRYSSEL (Direkt) EU:s finansministrar antog på tisdagen en generalklausul som ska stoppa företagskoncerner från att undanhålla skatt.
Det tillkännagav EU:s ministerråd.
Beslutet lägger till en anti-missbruksklausul i det redan befintliga moderdotterbolagsdirektivet. Regeln innebär att EU-länder hindras från att godkänna företags skatteupplägg inom moderdotterbolagsdirektivet som endast har tillkommit för att nå skattefördelar.
Anti-missbruksregeln träder i kraft vid årsskiftet.Reglerna är minimiregler vilket innebär att EU-länderna kan ha strängare nationella krav.
EU antog moderdotterbolagsdirektivet 2011 för att hindra dubbelbeskattning av vinster för företagsgrupper.
I juli 2014 antog EU:s finansministrar en annan klausul för att hindra företagskoncerner från att missbruka moderdotterbolagsdirektivet. Med hjälp av hybridlån kunde koncerner undvika att betala skatt i något land.

STOCKHOLM (Direkt) Europeiska rådets ordförande Donald Tusk sade på väg in till toppmötet att den grekiska situationen är svår efter gårdagens eurogruppsmöte och att han är intresserad att höra vad Greklands premiärminister Alexis Tsipras har att säga.

Han sade också att EU-ledarna kommer att få information av eurogruppens ordförande Jeroen Djisselbloem vid mötet.
Donalds Tusk sade även att Ukrainas eldupphör är välkomna nyheter och ger hopp, men att det riktiga testet kommer att vara om eldupphöret respekteras på marken.
Det är min känsla att vi måste vara försiktiga, sade han.
Finlands statsminister sade på väg in till mötet att vi är på ruta ett när det gäller Grekland och att landet måste möta sina åtaganden. Grekland var på en bra ekonomisk bana och detta bör fortsätta, enligt honom.
Den grekiske premiärministern Alexis Tsipras sade att han är övertygad om en lösning för Grekland är möjlig.
